Did you extract the zip-archive to a folder or did you just try to run the html-file FROM the zip-archive (which does not work well if the game has its own image folder)?

If it's like most games with a "Dev build," it probably means it includes a debug menu, scene selection, and/or something similar. Useful stuff for finding/reporting bugs or if you simply want to skip grinding for obedience thresholds.
Probably for the same reason why in all these games, moms fuck their sons and daughters, the MCs impregnate everything and everyone, and everyone drops their pants and skirts at the flick of a finger. It's called fantasy.
At what point does it switch to heavy femdom?... asking for a friend (on a real note I played for about... 30 mins and I barely hit any femdom never Mind HEAVY femdom)

That's what I was thinking, the game seems fairly soft femdom, the comment I responded too mention it switching from maledom/femdom into heavy femdom, it's why I was confused.
Maledom path wasn't interesting to the lion's share of the game's followers. The game already gets updates on a roughly "it gets done when it gets done" schedule. Having two mutually exclusive paths slows down development time even more and ensures that half of all updates only appeal to no more than half the intended audience.
It's a role reversal fantasy. I could easily flip the question and ask you "why the hell should I care about a rich man fucking everything in sight?"
Being charitable to him: I think he's referring to the focus. It's not "heavy femdom" in the sense that the MC's getting chained up and his balls stomped on. It's a "heavy femdom focus" in the sense that the vast majority of content is at least femdom adjacent.
This game doesn't have heavy duty femdom as seen in some other games. If someone plays this and thinks it's heavy, then they should go play Karlsson's Gambit and keep the MC at level 4 or below. That stuff is so dark I don't know how a normal mind can even create such scenarios.
