Did you use a cheat mod by any chance? Looks like a softlock from arbitrarily changing variables. Just interacting with the guys and dialog with them should work 100%, haven't had to read here that anyone had bugs with this interaction.
Also, you've already been posted above that you could try talking to the guys in the morning, between 9 and 11. In my case that wasn't required, I first talked to them in the afternoon (between noon and 3pm), but what the heck? I went through this stage last time about a year and a half ago, maybe something changed in the latest updates.

In order for the first option on the movie coziness, you need to have unlocked drinking with Ruby. Wait for Val to ask you to bring a bottle of wine for your movie watching and things should take its turn.
The phone call should progress on its own as long as you just click your progress button..

So the other option with hanging with Val is the one time drinking with Ruby? or is it possible to replay the event multiple times?

Nope not repeatable, once completed thats it. But now you can date Ruby..
On the phone part that sounds kinda weird, normally I just click the screen and the phone call progresses..

Rain is random. Either you cheat or you try several days until it rains in the afternoon.

I accidentally got the conversation with the truck driver without knowing what I was doing at the beginning of the game, and I couldn't progress because I only had 3 points of courage.
