The second option from the bottom of the menu is the Settings tab. You can select English from there. (I had the same problem as you, I just dabbled around and saw it)

It's a stupid question, but how do you upgrade flophouse to inn? When I click on the flophouse with enough money (500) and reputation, the arrow is grey and nothing works.

Unless the building has the space already it won't work. IE the flop house requires a 3x3 foot print and so it needs to have space clear to upgrade or you can click it and then click the inn in the building menu and you will get a reduced price since you are replacing it.

Cheat Engine works for money as well as foodstuff. I think it's double or float values.
