It's described in OP post, "defeating him is not the main objective".
Without this silly minigame it would be basically a gallery with animations to pick from. In other words: it's gallery that pretends to be a game, but it's quite fun experience for an hour or so nonetheless.
The dev really liked this game. They are still updating the ojisan's room in 2022.

how do you even start this game? i mean it doesn't work compared to the old version it's easy and just use flash,, is there a way to merge the updated file to the old file?

I can't seem to visit "oji-san's house", it says I must be caught one time? How does the game count it? Because I played through the game already.
Also, the high kick is only valid if it strikes him in the face. You can actually "speed-run" the game by simply kicking him in the head when he gets in range repeatedly.

What you played was probably previous version from 2015 or its updates, which was done as a Flash-game. In this version they ported it to Godot and added DLC.

too.xNiflheim: The Game.pck should be big 329MB file not 8~MB... so you probably needlessly run the .cmd before. OP already patched the game so unpacking and running Game.exe is enough.
