It's pretty wholesome, but wasn't too fun to play and there wasn't any romance- she's just already into you basically.

Scrolled through about 300 rpg games tagged with 'romance' and only 3 actually interested me. The rest are either abandoned, 1-3 stars with pretty negative reactions, or shota somehow..
Fall in Labyrinth as far as I remember is pretty wholesome. Haven't finished, but the only unwholesome things I remember are that you can force yourself onto the girls to some degree though it is penalized or disadvantageous in some way and really just there as an option and not actually a route as I believe it's just dialogue changes and no different cg. There is also forced harem (assuming this is what you mean by forced harem) where you take two girls as slaves because otherwise they're considered to be not human as only citizens and slaves have human rights and this is the only way to really protect them especially since other slave buyers in the town clearly want to take advantage of them (not that it can or ever will happen) when you're saving some money to buy one of them. I will say you might be able to avoid romancing or sexualizing them at all if you consider making them a slave and then romancing them after not wholesome.
Town of Passion and Zombie's Retreat by Siren's Domain is pretty wholesome as far as I remember, did finish it and the romance is just doing puzzles and such to earn the girls favor. Don't think they're that deep but they are nice games to kill time with kind of shallow, but wholesome nonetheless, romance.
Kamidori Alchemy Meister this is just a full on game like I have 60 hours on it and I'm barely at the part of the game where the route split occurs (chapter 3 of 9) as there are 3 main girls you choose to romance and proceed with their main faction/people's conflict then do new game plus for the others. There are side girls, but I think the other 2 girls are left as just friends with ending being that you marry the main route girl. No true harem route is my biggest (and only) complaint for the game.
Evenicle 1 and 2 seem wholesome and are for the most part, but if I remember correctly, some girls in 2 are raped pre-meeting them for plot reasons or something and I haven't tried them because of that. I think healing and such stuff can be wholesome, but it's a different kind of wholesome like a gray wholesome (assuming that's what happens).
I'd probably consider some of the sketchier games like How to Raise a Happy Neet and My Maid Dreams Of Electric Sheep are dark wholesome based on your description where the wholesome stuff happens only after the dark stuff or shines in spite of the dark stuff (Now & Then is a good wholesome in spite of the dark stuff which consists of standard zombie apocalypse stuff like death, love interest include your barely 18 adopted daughter and her friend which is introduced in the present with a scene involving
Frontier of Sister Indulgence and False Myth fall into the gray wholesome area with questionable ages and such but is otherwise extremely wholesome bar some plot elements involving sketchy plot stuff like the main character in Frontier being
Paradise Lust is not something I'd consider an rpg but it's got the tag so I'm putting it here cause it's a pretty great romcom point & click game and I wish there were more like it.
Let's Go! My Harem Farm formerly known as " Impregnation! Child Making Farm " is about as wholesome as you could expect a game with those titles to be. Not that deep romance harem game with the goal of impregnating all the women to keep the village going for a couple decades longer. Some questionable ages too and considering the whole concept and the monster girls I can't say its really vanilla. Simple stardew valley like farming sim (sushi breaks economy and it's hella fun to exploit games so I loved it) where talking to girls daily and giving gifts raises their affection with events at milestones and they're actually probably better than you expected a game with those titles to be from what I've seen (1/3rd of events). Like the mom that is convinced you're only really there for her children is stunned every time you insist you're there for her and the other mom (or maybe same one idk it's been a while) who appreciates you more and more as she realizes the one love she used to have was a piece of shit who
It truly seems like decent completed wholesome rpgs that aren't female mc corruption (some can be relatively wholesome but those are rare and still far from vanilla) or ntr are really 1 in 100 as far as this site goes which is all I really know.
I will say you might be able to not romance or sexualize them at all if you consider making them a slave and then romancing them after is non-wholesome.

also yeah, I am fine with backstory rape if it leads to a healing story- teaching feeling is one of my favorites and it’s basically that. The thing about electric sheep (it’s on my list, just mid tier) is that it’s VERY dark and the only ending for the non mc side character is completely unwholesome.

I initially wrote the sentence weirdly, think it makes more sense now. What I meant is that you may be able to avoid romancing the main girls if you don't consider it wholesome enough since while it is romance they're still your actual slaves regardless and I think genuine slavery in a game's plot, regardless of whether it's abusive or not, is sketchy and not 100% wholesome (never going to stop me) and wanted to give that warning since this recommendation thread is focused on the wholesome part of games. If I remember correctly, one of the girls has amnesia and almost immediately becomes your slave and you can begin romancing her right after. Realistically that would be hella sketchy.

Tbf, Sylvie (teaching feeling) is technically a slave as well- just with no restrictions on what she can do and just does whatever she wants; might as well be a free person.
I'm fine with slavery as long as the person doesn't mind it and it isn't abusive.
While it definitely isn't as wholesome as an actual normal romance, i think it still works. I say this a lot, but being a kind person in a system, world, or society where the opposite is acceptable or even encouraged actually feels more wholesome to me.
Also, by forced harem I mean you're FORCED to romance/have sex with multiple people. Just having them around you isn't harem imo if you don't do anything with them.
Then Fall in Labyrinth is pretty peak as far as I could tell. I purposely avoided progressing too far because I wanted to keep it as a wholesome game with decent enough dungeon crawling that I could go back to and enjoy when the not wholesome stuff becomes too much for me and I need a break. Not big on replaying games if there's no extra content so to me it's either finish it and be done or don't finish it and play when I absolutely NEED it.

Haven't played it yet so I can't say for sure and it's not my list but it sounds kinda disappointing to me. I'd say it's mid cause there's nothing wrong with it and it's wholesome but romance is shallow which is what a lot of sex sims seem like. Usually don't play them because they seem relatively lifeless but I'm sure there's others out there that play them for a quick nut and would prefer nicer ones over the rapey ones. I'd just add like "and sex sims with little or shallow romance" to mid tier description or something if you wanted or if you find a few other similar games, but idk it's your list so do what feels right.

Changeling Tale: Amazing VN with a focus on transformation and romance, basically complete, has three routes, each with a different lovely lady to woo and learn about. Can't recommend this one enough.
Inn Another World: Sandbox VN/management game revolving around wooing monster girls. Art can be rough at times, but the girls are cute and seem like actual people rather than walking tits and ass.
Pig Princess: I'd be surprised if you hadn't heard of this one yet. Amazing art, story could be a bit tighter, but seems to be going in a generally wholesome harem direction. (Warning: Very furry/anthro)

I've heard of all 3, never got into 1 & 3 cause furry stuffs, but i might try inn. Art style is a little too different for me but still looks pretty fun
