I am so confused by the premise of this game. I mean based on the images it looks like toddlercon, but the guy's an adult that's been shrunk that just gets carried everywhere, I mean I'd think the solution was one of the girls taking off her outer vests and giving it to the guy.

No. According to dlsite, the artist is Suminagashi who also wrote the game. Unless that's another name they go by.
