Changed how? there is nothing in it that shouldn't be allowed. The worst part about this game is getting drunk at a club and having consensual sex after. That's the worst thing.(it's not actually a bad thing that's the point I am making) There are no characters that are too young. The dev actually made an effort to make it look like a College. That could be the only thing Steam doesn't like, but if that's the part they are declining it for, they are just wrong and well that's hard to fix.
It's hard to change someone's mind when they are basing their opinion on being wrong.

This has been pretty good one so far, likeable characters too and a decent story. Lack of animations is a bit of a shame but its not a really big deal. Will look out for more updates. Going to go ahead and try their other game now

By updates he means releases... Just because the dev said there's progress doesn't mean anything. I've seen games where the dev has said they are working. 2 years later we still didn't have an update. However... It does look like this dev will be releasing something soon. Maybe a month or 2.
