Well that is the thing, it actually is and the main reasons why some countries (not all) forbid it is as well (That biology risk thingy). That there are also reasons of protecting children from abuse that have made some countries/states include step as forbidden as well still does not make it incest, maybe close to it emotionally especially if the kids have grown up in a family unit together since they were small kids.

With how the dev has thus far interconnected all the characters, I think Fi, for good or for ill will play some undisclsed role in the grand scheme of things. I don't think she is just a fall back slam piece character. It could be creepy stalker like in "Acting Lessons" or linked to one of the antagonists. Perhaps we James Bond-ed her to the side of good.
