Before you can continue with the present you get the introduction into the characters past. Why? To understand who, why and what. Consider it a prologue.
it's a trick like any other, which has very little impact apart from the first few chapters. now in the last one we are practically 'live'.
TBF though, Firebreak is sort of a sequel. It's set in the same universe, as far as I know comes after it in time, and will share at least several of the same characters. I wouldn't be surprised by cameos or something from the major characters in CS, with the usual caveat that it will take some work to manage that since there are multiple possible endings.
My thought is that it will be a bit like Heaven's Door is to Bare Witness – almost an alternate-universe version of the characters. I can't remember if something in particular from the devs made me think this, or if I'm just completely making it up though!
