Okay, it took some time, but I finally figured out the requirements to get the scenes with Victoria. There are two ways you can get Victoria to show up at your apartment, both requiring you to not have disabled the bug in your apartment. The ways are:
1. Having a score of 5 or higher with Victoria
2. Accepting to bring in Gloria when you visit Victoria's apartment in Chapter 4. This means choosing "Knock" --> "Quiet" --> "Say nothing" --> "Yes"/"Show me you mean it"
If alternative 2 is the route you have taken, you will not be able to get the second scene with Victoria, only the first (pool scene). Similarly, if alternative 1 is your current path, the first scene will not be available to get.
First scene:
Requires you to have a score less than 4 with Victoria. Consequently, to have her come to your apartment, you must have accpeted to bring in Gloria during Chapter 4 (going down route 2). Once she shows up, choose "Tell me everything" --> "Yes" --> "Yes...".
Second scene:
Requires you to have a score of at least 5 with Victoria (as well as not having accepted to bring in Gloria). Then, you also need to have had sex with Victoria when you visited her during Chapter 4 (to do this, have a score of 4 or higher when visiting her, choose any other option than "Knock", and then "Embrace her"). Once she shows up, you should now be able to choose "Move closer to her" to get the scene. This choice will not be available if you haven't had sex with Victoria during Chapter 4.
Even though you can technically have sex with her by choosing "Show me you mean it" in alternative 2, this counts as a different variable and will not get you the second scene.

But this is exactly why I don't like this game. Like what the fuck is that shit? Nothing more annoying than checking the scene replay before you start, and seeing four new scenes, but you get only one in the end. All these variables and strict little point checks that you need to meet just to get a fucking scene. Like come on...
It's the kind of game where you must have a walkthrough or you're gonna miss scenes with your favorite character simple as that. I could do another playthrough right now blind, attempting to choose different things, etc, and I'd still very likely miss the stuff. The fact that you have a lot of people here already asking how to get the Victoria scenes kinda shows there's a problem.
I don't want to hate on this game too much, because I have supported it in the past, and I'm going to buy the "Season one" or whatever he's gonna release on Steam to support him and the industry, but fuck this shit. I'll take a Milfy City type game over this any day of the week. Easy and clear routes, pick and choose or even ignore any girl, etc. I know it's a different kind of game, but shit, just what I want in a porn game I just bought is one scene with a girl I don't give a shit about, and to get the scenes with Victoria (best fucking girl period out of ALL these games!) I need to comb through a fucking walkthrough making sure I don't trip some variable or miss a point way back in early chapters... ZZZZZ.
I mean, even Pinkcake's BaDIK isn't this complicated or strict, and you kinda know what you're doing and headed going blindly. Plus he actually has an official guide created himself that is viewable within the game itself. Not that I want to sound like I'm sucking that guys dick or something, because I think Philly is just better overall when it comes to the actual meat and potatoes (Renders and Animations), and Victoria and Chandra are hands down better than anyone in that game, but fuck me dude...
Literally only two characters I like in both of Philly's games, and that's Victoria and Chandra. Guess I'll have to set aside a few hours or something when I have time to follow a walkthrough to see if I can't unlock these Victoria scenes. Best believe I wouldn't do that shit for any trash tier Pinkcake character like Jill, Bella, etc. Now Sage? Maybe I would. They all have nothing on Victoria though.
