You can meet Charlotte and Leon in the inn in the Farmer's land. From there it progress normally.
Are you sure about that because I can't find them in valos if I didn't meet them before
I tried this I don't see them in valos
As far as I know - no you can't do this quest if you didn't meet them before valos
I tried search them every place in valos I couldn't find them
And for light house daughter
I also couldn't stop their plans
I think it's part of the story

Did you go to the inn at Farmer's Country? You have to go to the inn to meet them. If they aren't there then your game might be bugged and you have to reinstall the game. Cause I'm telling you, you don't need to meet them before Valos to meet them on Valos. Because once you get to Valos it basically telling us that the continent got overrun with monsters and everyone (who wasn't sold or captured by monsters) had fled to the islands. Charlotte and Leon fled and found themselves working at the inn in Farmer's Country. Even if you meet them before Valos, they'll still end up at the inn in Farmer's Country. From there you gain access to Charlotte quest which leads to Bellevue interactions.

Ok. So the question I have is which route did you go to? Cause if you went to Rivermont you have to rescue Leon to bring Charlotte with you. If you went to the coastal town then you don't really need to interact with them for them to show up on the isles. But it is important that you rescue Leon if you went to Rivermont.
I cannot reach to interact with the barman in the Cup and Trotter in Valos, is this a bug or do I require something?
so... any update on the "black" edition that has both the Urchins and the House management missions?

Yeah, most likely you're going to have to either reinstall the game or it's something on the creators end.
