Go in the cave, take 2 steps towards the monster and then you can use it

it didn't work. But i upgrader to 06.14 and used another save file and all went well. thanks to everyone!

one more thing, someone who finished the version can share the journal with all the quests. Wanna know how much stuff i missed XD

So you need 22+ defiance to get the tablet, how would you find that out ingame without cheats who knows, game's designed to be played with a walkthrough.
You need to select the fixed tablet and press "enter" instead of "z" for some reason to get the gem selection screen.
Emerald = can restore hunger and energy at the camp
Ruby = 100+ to hunger/energy meters
