Use the "Explore the city" option Downtown till you get to the Red Light District. There should be a flyer there that will tell you about the Golden Nugget, if you don't see the flyer right away enter and exit a building until you do. That should open up the Wharf District from the bus menu. Buy a bus pass, go to the Wharf District et viola.
You can also find it by just riding the bus a lot if you get unlucky and can't find the Red Light District.
Alternatively if you don't care about cheating click the phone icon, click load cheat menu, transformation, change your genitalia. Also change your characters look to your hearts content.
There's a lot of trial and error and exploration in this game, just to warn you now.
