From the changelog:

-Go on the beat with Captain Sawyer (ask about sex crimes during the day at the CCPD - needed to unlock Harley's den, also need Super-Agility as starting superpower).

Alternatively, open console and type:

mcagility = 1
to acquire that Super-power.

It's just bad luck. You can force the scene by typing d10locnight = 8 in the console
