It's a very long post but also a very interesting one about Chapter 19 and why it is what it is.

If you only deal with one character, then there's a lot less sandboxy stuff ... otherwise no.

That said, this isn't like most sandboxes. Give it a chapter or two to see if you might like it.

Not optional. You still have to chase the story. There's no consistency. There's no real story. Just a series of events.

Each hub of events, what you would otherwise call a LI, can be played individually, ignoring the rest (ergo why there's no story). You can play them in any order (ergo why there's no consistency). In order to do that you have to go to a specific place, at a specific time (ergo why you have to chase the story).

Whether the events and the events hubs are to your liking or not, I can't tell. Some are very straight forward. Others are too inane to even start. Others are just a tease that will lead nowhere.

In my brutally honest opinion, it is over-hyped and a waste of time. You do as you want (obviously).

No, but it's nothing like other games with the tag. It lets you know which choices let you advance things and you can pick from plenty. Not like most sandbox where it's "guess the ONE place to go to advance things."
