It's abandoned, there is a post from the dev on this forum saying as much.

Future!Phantom Any chance of you being able to post what the full story line of the game was to be so if anyone chooses to pick up where you left off that they can know what your plans were and decide about making adjustments or following it?
(Presuming that you are okay with someone doing so and have the entire story roughly planned out)

This game continues to be fun, even if abandoned. Sad that the dev couldn't keep with it.

It's the same version, and since it was long already from latest update, there's a risk to get unavaiable. We don't know as well if the dev gave permission for his work to be there.
