No. Netori, simply put, is about "stealing" some other partner that a character isn't supposed to take. This isn't the case here.

Here, the man and his significant other (the girlfriend/wife) are already involved with one another. They are a romantic couple. Showing off and sharing images of the SO is more closely aligned with NTS, otherwise known as netorase. Deliberate actions on part of the man in this scenario to share images, or by agreement with the girlfriend/wife can all be part of the kink here. NTS is about consensual sharing at some level after all.

This might not be the right place to ask this, but does anyone know what the difference between the "Cheating" tag and "Netorare" tag on this site is?

its entirely dependent on how the mods feel that day i think. usually cheating is reserved for "netori" or FemMC Cheating

On this site this is how it's supposed to officially go.
Re: Cheating -- Per staff, Red: "Cheating is only for the MC cheating on their partner." <-- That is the official definition of the cheating tag on this site.
Re: NTR (specifically netorare in this instance) -- Per the site's (new) tag spreadsheet: "A love interest has sexual contact with someone else without the approval of the protagonist, either voluntarily or from some form of coercion (e.g., drugs, mind control, blackmail, rape)".
But that's not how the NTR tag is currently used in practice. It's essentially "engaging in sexual activity other than with their partner". (This is not a direct quote unlike the above.) This is regardless of how that situation came to be -- be they consensual or coerced or whatever it may be.

Up to this moment in time there's still no solid date when or if it'll be implemented. The "final" stages has been in the works a long time with the best estimate given as "soon" (but that was from over a year ago and staff have continued to reiterate it since). People and F95 Staff are still discussing tags, and how and when to implement them.

However, here's the current proposed list of tags as updated from Sam himself; see link below. (Sam's the head hancho of F95, in case you're not aware.)
