I think the honest reason why they allowed the first game to be "moddable" was because of possible version control choice and because they were like "if anyone besides us can compile this mess then so be it".
If i remember correctly they didnt provide any real kind of sln or project file you could just load up in a program and compile the game. (plus at the time they were for sure using an adobe product that cost money).
And also they saw the fallout from allowing the first game being moddable (rule 7 issues aside), it lead to abuse of thier IP/OCs in ways that robbed the good will they possibly had for the community.

Honestly the way i interpet their anti modding stance is simple.They are control freaks that dont want ANYONE else to touch their precious porn game because their fragile sense of ego will crumble.Its a shit attempt at mainting control when,letting the community mod the game would make it even more popular/connect the communities etc etc.
Now if you really want to make the argument that shit like the hgg mod was huuuuuge bad rep for the game i would have to disagree since,thinking about it logically,if you are retarded enough to mistake a MOD of a game for the full game itself then the devs shouldnt care.I mean nobody on 4chan tried to make it look like their mod was the OG game or anything like that.They were actually quite vocal about it being BETTER than the original,not that it IS the original,so realistically they have no reason to NOT let the community mod the fuck out of their games other than,as i said,keeping their fragile sense of control intact.
That's the real reason Savin fights against modding, modders would make a better game and show them up for the hacks they are. And then they might lose money.

At this point potential modders could've already make their own game from scratch without the need to deal with Savin's and whoever else's code, plot, features, gameplay, etc. Though I'd bet that this would end up same way this one did. I mean, hey, there isn't much competition especially when everyone here agree that this game is kinda meh. So they will eagerly try something new instead of whining on forums every update of this game for another few years, won't they?

I think modding the game is far better than making your own(on this case) since people like busts and not EVERY character is baddly written so theres no need to make a completely new foundation you know?
I mean, there are several text-based games similar enough to scratch the CoC itch. But none of them are as popular.
Essentially, CoC2 is just a parasite riding on the wave of popularity the original CoC managed to generate.
Honestly there isn't much point in modding, a lot of effort to fix someone else's lore (it won't be fixed) or add cait preggers for the hell of it. Most things you could just submit and they'll probably accept it, especially with how little has been added I'm sure they just don't got enough people writing anymore.

Discounting the Lilith's Throne, there's at least "Debauchery in Caelia Kingdoms" and "Love and Corruption", posted on F95. There was also "something something Slabs" (don't remember full anme), but is died in obscurity years ago.
