You need her to like or hate you enough before she gives it. Easiest way is not attacker her, talk, then snuggle with her about 5 times. Eventually an option for the quest should come up.

Are "followers" a new thing? I can't remember any of npc's being with the Champion but isn't a combatant.
Eubicha was a follower for years now. She's a glorified inventory space.
Never really explored the Centaur village so I never got an opportunity to see her.
Did the devs mentioned anything about implementing time limit in the future?

I wondered this as well but after thinking on it for a while I doubt they would attempt to implement it because of the somewhat sandboxy nature of the world and with how the pregnancy mechanic seems to work.
