Without the temple, you don't accompany her to meet Mallach, where she tries to make peace with the seven, in return for help in her project. There's a whole raft of scenes that are temple specific, including some one off characters who provide content for unrepresented groups (cough, gay male champs and regular female champ on male who is not an arsehole, cough), so even if they did go ahead with it being development for Cait, you get punished for not playing into her "Turbosluttery", and rewarded with... potentially another empty bit of preg content? As if we didn't have enough of that.

One of my closest friends has Hirrud as her favorite character, so I was actually planning on writing an expac for him a few years back, but it was promptly vetoed by Savin before I could even get started on it proper. Hirrud isn't really meant to be anything more than a gag character, so outside of Haddi, don't expect him to get anything.
Regarding Cait and the temple, I never build it since her other path is helping her convert to follow Nareva in Tychris, which should be in sometime next year.

Man I don't know, feels like an afterthought, like, at some point her sluterry became far too ridiculous and in a weak attempt to try and correct the caricature she is they made up this "normal" Cait path, an eternal promise to give her the romantic edge she doesn't have, only that you have to go for 2/3 of the game to reach it and ain't even there yet

Well, this is mildly annoying, if anything. I think it would have been nice to explore the "gag character" more. We all love a good redemption arc, or even as a villain. Certainly would have had the motive instead of the cardboard-cutout cultists absolutely no one cares about.
Am I surprised? Not at all. I just fail to understand the justification considering there's someone who wants to work on a somewhat iconic character rather than introduce another half-baked character that's just gonna be tossed to the back of the pile anyway.

If any of this were in my hands turning Cait into her turboslut version would eventually lock her in the temple and remove her as a companion in order to really nail the point that now, Cait is utterly and completely a devote to Mallach, and therefore, no longer a viable romantic interest in any meaningful way (let her have a slut marriage and orgy or whatever for the people who want to enjoy a more depraved experience, with rental womb and all)
