That's the whole premise of building her temple. So she can import more Mallach priests and have easier time converting Hawkethorne and wider Frost Marches into mallachite "teachings".
Have you forgotten that "fun" lore tidbit of Cait's mom being a descendant of royalty, of some country conquered by Jassira empire, and that their entire grand plan is to do the same with any other places their religion has spread to? I don't remember who info dumps it to Champ, Barnabus probably, but in short: they spread mallachite faith, they move in the army, they turn the royals of the conquered place into whores, they move on to the next target.
Funny how by the end of it all Calla's desperate escape led to Cait coming to colonize the place, which puts Cait on par with imperialist kitsune and their little colonization project.
There is merit to reading the dialogues and info dumps you don't like. Bad actors tend to bury themselves deeper the more they speak. Kinda like letting villains do their monologues, in which they reveal their plans down to the smallest details.
I was more pondering the orb Tobs's intent with depicting what would be in the real world conservative as progressive and vice versa in his writing of the kitsune. Realistically I'm probably looking too into it or giving Tobs too much credit.
Again, conservatism and progressivism are not set in stone rulesets, it's all about rejection or acceptance of the status quo.
Each country/nation will have their own traditions and values, with conservatism serving to uphold and preserve those values.
It doesn't actually matter what those traditions and values are. Like polygyny (when a man has multiple wives) which is practiced in many African and Islamic countries. In western countries the thought of having multiple spouses is a very progressive idea which only recently got any traction. But in the eastern countries it is the cultural, conservative norm upheld throughout most of human history.
So, being progressive in the east would mean to ditch polygyny to try and adopt monogamy, while in the west it would be the opposite - ditching monogamy to adopt polygyny.
Just because USA's conservatism happens to be this ultra-puritan hyper-Catholicism doesn't mean it's the same way in the rest of the world.
