Noone should ever have really been counting on the mod tbh. It's a ton of work work for unpaid labor, and the chances that we were going to get someone willing to do said work AND were actually competent at writing and coding are always slim to none.
Add to that the fact that the game is still in dev and receiving new content, which means a mod would be shackled to an older version without a ton more work.
The CoC mod scene both didn't take off until after the game was basically abandoned and it had the advantage of being on the official forums so there was a lot more visibility and interest.
Even the mod that was posted here just deleted some stuff they disnt like, and added a character that hasn't been coded yet early. No actual original content.
Tl;Dr there's probably never going to be any mods worth looking at for this game. Talk is cheap.
While I love modding scenes for games... they are often a very double edged sword. Or, rather, a double edged sword that is very dull. Savin's Team has been doing CoC2 for years. They know how to operate a game, even if it doesn't always satisfy every player. But they are still quite experienced at their job.
Compare this to modding teams. While sometimes they achieve greatness... a lot of the times, they are either in an instant dev hell or created by people who have NO CLUE how to actually work in a team or get anything done. And even when they are done, the result isn't always good.
Look at Fallout Frontier for example. Everyone praised pre-release for being "true Fallout, made by real fans", especially after Fallout 76 starting a huge wave of Bethesda hate, especially when it comes to Fallout 3 and 4. Then the mod actually gets released and it's awful. Writing is terrible and worse than even the weakest Bethesda content. Devs put stuff that doesn't belong in the game and make it into a major focus. People are unpaid or their work is just uncredited.
While mods can be amazing, they also have the biggest failure risks. I am not shocked at all that CoC2 Modding Scene sort of died or remains unproductive. Horny can be a great motivator. Making a mod that allows you to fuck your daughter can inspire many degenerates to do miracles of coding and work. But, well, that's if we are lucky. Not only does it have to be made, it also better be good. Otherwise we end up with situations like the longest piece of literature on Earth being a fucking Loud House fanfiction that has 16,000,000 words. You can probably imagine the quality.
