1. all put together those make up about 1/10th of the actual characters in the game. it is a bloated game, there are a fuckton of NPCs in it.

2. a bunch of those are nameless NPCs or random encounters.

3. characters are judged by the amount of content they have. you list some placeholder characters.

when you encounter Infrith for the first time you have an option to rape her which explicitly stated to permanently close off all future content with her and Hretha. If you do it anyways you get 1 short sex scene and move on.
If you don't... then you don't do it then there is literally zero content for her. you don't get that scene and find all other interaction with her is a placeholder.
Her wiki page was created 3rd of september 2019.
So she is a placeholder character introduced 5 years ago and remained a placeholder for 5 years.

Most people don't even remember such a placeholder character exists.
Compare the amount of lines of text for her compared to any of the futa characters.

You even have the gall to list literal "salt mines" explicitly designed to upset and punish the players like Kiyoko (mother of Kinu).

I'm confused, are we counting the characters here or the PDF worth of text per character?

Man I realy wish the kitsune content wouldn´t feel like a complete waste of time, cause nothing ties it to the main plot.
Every other place, the champion makes a huge impact in, but no not in Tobs perfect "wonderland".
Here the champion is just the eyes to show off the perfect (closeted minded) weeb society.
Then there is tobs pet oc Kinu, born off spite from the great "H-spawn" incident.
This totally awesome oc is so perfect and extremly talented and a prodigy because she is kitsune gods most favourite and most special child (also apparently because of the champions essence despite the fact this only manefesting in kinu).
Here we can watch our most favorite daughter, have her own special adventures, in which the champion has zero influence but don´t worry, we can of course tell our "favourite" child after those epic adventure what a good and special girl she is.


At this point I am almost happy that the kitsune part is completely irrelevant to the story so I don´t have to experience it every time.
(Almost forgot I can´t even enjoy only kiyoko because I always remind myself off the fact that she abused kinu because kinu is so awesome and special that kiyoko was jealous of her, resulting in kinu working herself to exhaustion for weeks. Thanks a lot.)

Well i mean yeah sure while there's more normal females in the game compared to futa, it's the quality and the number of scenes they actually get, if i had to make a comparison it would be like a buffet to a restaurant like sure at a buffet you're spoiled for choice but the quality of the food is meh at best while at a restaurant you only get what you order and the quality is better

You know the good thing about this being a text-based game is how dogshit easy it is to edit. At first it was to get rid of the typos the devs refuse to fix (I know it's a silly gripe but hey), and after some trial and error it's relatively simple to rewrite an entire character from the ground up. From tweaking dialogue (New Harpy hag for example) to inserting entire menus with their own scenes. The world's really your oyster with this one if you can just be bothered to put in some time and effort.

You are thinking about CoC1, which has myriad mods because of the ease of access to the text.

CoC2 though is different, it isn't a flash game that is easily accessible.
nor a renpy game where the game ships with the rpy files for anyone to freely edit.

CoC2 text is all minified which makes it not human readable. And the source code is not available to the public.
Even if you took the time and effort to deminify it, it would result in a hard fork because the next update of the main game will require a seperate deminification and it isn't something you are just going to be able to use git to resolve.

Plus I'm used to only updating with the steam cycles of around every 3 updates, usually for even longer if there's nothing interesting added in these updates (The usual new character with only 3 scenes that will end up being forgotten anyway, for example)

It isn't "just stick it into a site" to unminify.
The sites run it through some AI to convert the minified code into a human readable code.
That conversion will still require some extra manual cleanup.
Even if you don't bother doing the extra cleanup, and far more importantly, is that the result of it would be a hard fork from the code.

Because it is not going to be perfectly identical to minify and unminify the code back and forth using different versions.
1. whatever AI those sites use to translate to the minified code into human readable code is going to change over time.
2. Even if the algorithm remains fixed, the minified code will look different as the base game is updated. which will produce slightly different results for the purpose of versioning software.

Either way, it will block the effective use of versioning software to migrate your changes between different versions of the game.
So what works right now, won't work right with future versions.

It isn't impossible, but it is certainty non trivial.
