You may have looked into a wrong debug menu. If you carefully examine, you will find there are multiple debug menus.

With debug checked in config, go to main menu and you will find "Main Menu Debug Menu" where you can find "Unlock All Scenes".

Another way to unlock the gallery is to buy Gallery unlocker at Gideon's shop for 10,000 golds.
