Once you unlock "post shift activities" where Agnes spends time with her biggest tipper, if her panties get stolen during the shift you can enter "post shift activities" and exit it again to keep rerolling whether or not she gets them back

Main menue -> Config -> Debug -> say yes
A popup will be on the top left Corner -> Main Game -> gallery unlocked

Ingame: scroll down to corruption and adjust each bodypart level or just play with the exp.
You can also adjust bar stats and other stuff with the Debugger. But ne aware that this could break your game if you did this to much. Backup save is recommend.

How to progress fast in the Flirt Minigame:
Locate the guest with the most Money, should be easy with the skilltree perks, then go for a flirt and switch between all 3 options (sit on lap, kneeling and in front) then try to focus on his dick. If you don't have the teaser or lick/stroke Option, do the shuffle with the cubric. 3 Times is possible, but only for one shift at a time.
Keep in mind that the usually bar Business is still running, so if you're to long in this Mini game, all other guests might be not happy.

IIRC the last part to reach "end of content" only plays with the supporter code. Earlier steps require more corruption, and previous quests being done (so this is linear).

Then just follow the hints in the questlog.

So i guess its safe to assume the end goal is to make agnes agree to become the tavern prostitute and eventually the town prostitute? if your choices for henry are to allow it that is.

You currently can only progress with Henry when you buy the "mystery box" and play the public slut / gloryhole bullshit, so yeah there is no way to play the game with Henry being the only one to use his dick on her.

Doesn't seem to matter which option you choose for him (could be interesting vs. can't let that happen).
Town whore is already happening.

Yes, there is a edict in the tech tree for it. It looks like an hour glass, it's called something like continious shift. I can't remember.

You can have longer shifts when the bar reputation is higher. 15/30/45 "minutes"

After the "visiting the market" you need to switch to "visit the bar" and then just skip the part of the day in order to trigger the events.

First the perk in skilltree, then check for customer with much money. There should be an option with "Flirt" click this and then the customer for private show.
