My assumption as to why there hasn't been any cunnilingus in this VN yet is because its a male-dom focused story, and doing that is often seen as an act of service for the person you are doing it for. The male-dom theme really means the story has to focus on the girls doing that for the MC.
Also, cunnilingus scenes in VNs are hard to make hot, at least from what I have seen.

On a more somber note, this playthrough I'm noticing the abuse subplot. Preparing to confront the abuser and, "I'm afraid I'll chicken out." That is just painfully real.
