The scale is kept the same regardless of group size. There's no real point in cutting off half of sprites just because there's only two of them at a moment. And i have never really seen anyone before complaining sizes like that were too small.
I'd say perhaps the thing that makes it feel odd is the distance between the characters, than anything else. Two people interacting generally don't do it from the opposite ends of a room.

I am not going to crop the characters; it is a deliberate choice to have them at this scale.

That's totally your prerogative, I just wanted to illustrate an alternative. Here's an example of ORS framing characters in the way I mentioned. In my opinion it's making more effective use of screen real estate; getting the camera closer to the characters, as it were.

Maybe it's just me, but it seems like there's a mix-up here as I find it hard to follow who's saying what. If that was intended, then please disregard.
