i'd assume they are judging it by we have let's say 20 scenes to code and they have 10 of them done.

No,the question was how the dev can say he have exactly 50% done,not 49.9% for example.
Same thing with the number of renders.
Unless you have done all renders there is no way you can say that you have done 5% on Monday for example.
