It is a bug. You can solve it by changing bbc_vacation value from 2 to 3.

Need 0.9 or atleast 0.85, the game finally feels like it has content and is pretty stable without needing to change stuff.
It would be nice to have just some additional content for some of the unfinished routes while also fixing some of the small bugs.
