I can be a bit stubborn and determined, so I may try to hunt down JP versions and see if I can't get them into a copy of KCES just to see if I can't get it working smoothly and go from there. If you want the remaining kces dlc you'll have to get their japanese versions. KCES dlc don't care if you have eng or jap KCES.
They will install just fine on any version. I personally have a jap-eng hybrid kces. I installed dlc from both sources and it's the only way to have a complete functional collection. The only difference between eng and jap KCES is the presence of product.arc in the GamaData. If it exists then the launcher knows that it has to enable eng localization in the settings. If it doesn't then it defaults to jap and it enables some other linking options. You can take product.arc from any eng COM3D2 and put it in the KCES GameData. All except very early KCES/CRES dlc costumes have both eng and jap localization embedded. Some .aba files will be encrypted and require linking and starting KCES once through COM3D2.5 to decrypt them. Until then the dlc won't be accessible in the standalone KCES app. It's a pain in the ass to collect all of them. You're 100% guaranteed to miss some. Wait for another KCES repack. That won't happen until I finally make time and free up space to install COM3D2.5
