Hmm what in the heck is that path lol. Try to put the game directly into C://. Maybe the path is to long.
Can't really tell without more info.

Did this actually work for you? Continued just getting the reminder dialogue when talking to people while holding what they ordered from the barkeep after overwriting.

Edit: File does work, though the instructions here are slightly off

File goes in the game/data/ folder, not the game/ folder as described. So if you add it to the folder where your game exe is, extract, look for map41.json and move it to the data/ folder (and overwrite the file already in there). Alternatively, rather than extracting to your current folder (Extract Here), Extract To a folder named after the zip file and it will automatically go into the correct data/ folder since the .7z file is named data.

that way also works if you like. The data folders will just merge and overwrite anyways if placed in the folder with the exe tho.
