Level of danger. In the requirements, it says that you need lvl. 4 or more to accept the job, but your bar is actually empty, so it's not possible. When jobs are available, be sure you check the requirements and that you meet them, because at times you might do certain stuff before (like cleaning jobs) which lowers your danger lvl, and in turn locks you out of certain events. I'm always sure to save everytime a free-roam event starts in case I mess up somewhere with something like that.
