I think that when there is the free roaming event in the bar, you have to approach one or the other first, that will be your choice (the one you approach first)

But you can't choose Gaby first though.
You could only click on Cleo and then Gaby's scene automatically followed.

There are a couple of previous choices in the first chapters that open or close your options with them. Maybe you are already commited to one of them so now you can't choose. This game is a maze, with apparently small choices made in previous chapters having a big impact later on (some of these effects are still unknown), so it's not easy to handhold you. Just replay it and try different options and paths.
You don't need to see Gabby first. But what you need to do is to NOT choose any side during that celebration. That essentially frees you from commiting to Cleo and opens the option for a Gabby path down the road.

The holiday season is here, and like every year, I’m taking a short break to spend these days with my family. It’s an important time for me, and that means I’ll be staying off any rendering work for the next couple of days. But before the new year, I’ll be back at it in full force.
As you’ve seen, some renders are already complete and more are on the way. You can expect one more preview before the year ends. Picking one that’s both hot and spoiler-free is getting trickier, especially as we move into the final stretch of the story, but I’ll do my best.
