I have a question, I played dif 99 and Tiny reach doesn't seem to capture every enemy units anymore, is it a bug or a feature?

Intended.
The only Commanders able to be captured in 99* are non-generics.

How do you combine troops once in Part 2? I've found the method to pay gold instead of an action fan, but I can't find how with just action fans.

Not an option. Combination can only be done through Gold (and once for free after starting Part 2).
Hi guys, how can I make the playable screen fullscreen (without the Kou picture)? I tried playing on my phone but the playable area was limited. Thanks in advance!

This is less of a solution and more of a workaround, but you can try using Windows's Magnifying Tool. Default hotkey is Ctrl+Windows+M

Is the soundtrack for this on youtube? I've been trying to find the AL church and Leazas battle themes but I've had no luck in locating them. I assume they're from other rance titles from I don't know enough about the series to know what to look for

Music Mode has all the information you need.
The format is "SongName/RanceTitle"
eg. Chu-Boss/RX essentially means that the song comes from RanceX and is titled "Chu-Boss".
Most if not all tracks can be found on YouTube

How do I access music mode? I don't see it in Alice's Mansion and I don't believe it's in the cheat engine
the first part of this game is the same with the original? so If I already played the original one I should just play the 2nd part right?

It's the same with exceptions of reinforcements, but it's up to you. Personally I liked starting from part 2 more than going through part 1 then part 2.
The japanese wiki mentions a character named sue. Who's that? it's the character that gives electrum axe when fused.
