Is everything but Christmas Special in the 0.07b release? Bit confused when I see a torrent for Christmas Special and DLC.. is that DLC you add to game or it built into the latest release?

Elaborate please. Is this another case of a "completed" game which ends in the middle of nowhere and we will have to wait for the sequel to get an actual completed game?
