I'm guessing you mean DMCA, and no it does not apply here. The guy that runs that site isn't Daval, afaik this stuff isn't copyrighted, and the Digital Millennium Copyright Act is an American law. It's just some dude putting a watermark on scans as an advertisement for his shitty dime a dozen website.
