Sometimes I'll use Gen 3 models and set them to basic, instead of High quality. All of them have the same materials on them. You can also use Billboards if NPCs are further away. Sometimes I use instances of "blacked-out" characters. I don't remember how I did it, but I stripped all material from one male and one female (Gen 3) and set their skin to be pure black. Then just created a few instances. Useful for something like classrooms where most characters are just sitting at their desks and usually only 3-4 are in the shot at any given time.
