Well.. there's no walkthrough, is a sandbox..
There're many ways to solve it, cause there're all the related storyline in the various places you're going to visit..
Just following that one anyway:
1 Go to the Police, no matter the answers you will give, just leave the booth without waiting the cop once the quest will refresh.
2 Need to to Synapse Marketing, talk with Ineri and "ask about this place".. need trust or silvers..
3 Need to go to the gym or meet with Holger in Main Steet, just need to talk with him "ask about this place"..
4 Holger will point to Olena/Olen.. need to manage to go in their house to read some books then talk to them again about Kili (trust is the key here..)
5 Now in Thulle.. so need to have decent clothes (no elegant or slutty & no deviants piercings/tattoo! Whenever you did porno shooting you can forget enter in it!) Talk to Oriol & Sakura (Both Custodian)
6 Thulle Deviants, ask to any of them "ask about this place"
7 Keep Ground, need social to manage to enter or perhaps during a blackout.. All the guards here otherwise will enjoy your company.. also that is a way to enter, just be ready to the worst! Once in the Artifact Warehouse need to check a book in it, sneaking or just wait will be empty..
8 The Brothel! Talk to Jan/Jania "talk about the brothel" (ask about this place just disguised!)
9 Food Processing Center! Just need to talk a bit about with the one at the entrance..
10 The Hostel, now need to reach RILEY in room 103 (pay for the night!)
11 Isara & Synapse Database! Faster way is using Sagara Office, for Isara (when empty office)..
There're different ways for Synapse, there're 6 managers.. Loreto/Villa/Caspian/Robby/Raul/Tetter.. Choose the one you like more, anyway they will help you only if you're working for Synapse..
(You can also save Kili from Food Processing at night, but so far won't be an NPC)
