Compared to a tropical country? Probably not that hot, then. Keep in mind how far north Britain is. I doubt it's even remotely as hot there for "extreme heat" as it is anywhere pretty much from Spain and further south.
Still, I wonder about your conception of what people elsewhere in the world actually do, because it's extremely common in many parts of the world to lounge outside in what is considered hot weather (even at the mid-110s with over 80% humidity). Hawaii is also tropical, the Middle East (Israel, Egypt, and as
Bowsette s slave said, Turkey) is more desert-like (or savannah perhaps), and southern Mexico down to Peru have equatorial to semi-equatorial jungle climates. People still lounge outside in the heat in those places (and not only on the beaches, but obviously not in the heart of the jungle itself when it's dangerous like the Amazon).
