To this extent? Nowhere near as broad with as much depth and content. But there are good games that give me similar type of dopamine.
[Free Cities Pregmod] (not on F95, its the continued version of Freecities) dystopian Science Fiction management simulation where you run a extreme libertarian arcology
[Fort of Chains] (inspired by Free Cities) you manage a band of slavers in a fantasy world (with a surprisingly in depth city building aspect to it)
[Lona RPG] has a fairly open sandbox world with encounters and an RPG system.
All three games have a really solid depth with a truly sandboxy feel. But they are much more focused in scope. In Fort of Chains, for example, you will *always* be playing the leader of a slaving band. You can't form a kingdom or become a solo dungeon crawling adventurer.
Whereas in DoL you can play a off the grid feral living in the woods or you can be a grade A student with a side hustle of archaeology.
