I think you need 5000~ crime fame to frame Leighton and there is a cooldown period as well...but I maybe remembering wrong so you can check the wiki
Thanks for your answer, But sually, when I ask here I have checked the wiki previously, and no, it´s not the case

In the wiki talks about the 6000 crime to frame, but only to frame Whitney

I looked at the code for this and tested it, you need 6000 crimes to frame either whitney or leighton
So kind of you...I really apreciate.

So, we are at a case of Wiki not properly redacted.
Well, with my usual policy of "Hands Clean" I should forget about framming Leighton. But it´s hard to do. I would love to see her in the pillory
