Baily is not asking for rent, she is demanding MC for all the money they invest in them as they grow since a baby, not only MC but all the other orphans as well, including Robin; and wont let him / her leave till the debt is paid. That is what i remember of the first interaction with Bailey in the start of the game.Okay, this Bailey stuff is nonsense. Why even have the school sim elements, characters you can romance and normal everyday life sim stuff when there's this criminal landlord who demands increasingly-ridiculous payments and the game itself wants to force you into prostitution just to pay the bills? Granted, a lot of things in this game don't make sense - the insane amount of rapists roaming the streets, the pillory, the institutionalized sexual abuse at the school, the fact that you get punished for fending off molesters - but this Bailey situation not only makes no sense because you could just easily live elsewhere for the money he's asking without the threat of gang-rape looming over you, it's also a terrible game mechanic that stresses you out, with no reward for complying. It's either pay up or beast gangrape, no middle ground. At least be a normal pervy life sim and allow us to blow/eat out the lecherous landlord/lady instead of paying rent, I mean damn.
So even if main character moves out, Baily will keep asking MC to return the money, MC is naive and think the world works as it is and has to fend off all what it comes to them, this is a PTSD survival game, so MC has to adapt or end up in the asylum.
you cant compare this word to the real world, where there laws and enforcers of the law who try to protect the innocents, this is a game with a cruel world of perverts, welcome to lewdville.
