Yeah I did, but that didn't work. It was just glitched.
But I figured it out. I just needed to delete the saves folder along with the config files in it which were left there by older versions of the game (I previously tried 4.0 no cheats version).
After that I started a new game and everything worked normally again.

This year, we submitted over 1944 changelists in our source control. That, of course, doesn't mean every single one was much meaningful, if you know how source control works... But that just proves the work never really stops.

It doesn't say cheats+ is available.... I'm hesitant to buy without the F1 cheats.

oicu814me2 , in the previous version, we used the trick of creating the folder ~mods in SRTE\Content\Paks.
You can also try this workaround (it worked for me)
i activated the cheat system with the previous version 0.3.5.1 and make a save at the beginning of the game in the cemetery
(use F1, make some little changes/object i wanted ) save & exit the game.
Saves are in AppData\Local\SRTE\Saved\SaveGames\Users\1 ;
Make a copy/moved or delete after (will need files in folder 1)
Then i launched the new version 0.4, make a save at the beginning and observe the new save genereted in AppData\Local\...
Use Alt+Tab to switch between Game & windows...
Compare with the old save... if it has kept the same structure/file names;
I don't remember if i renamed a file save or not...
Moved the old files save into the new one.
In game, i loaded the save.
Try F1... and it worked ^^
