You are right but you are not getting it. Selling a game on steam means that you want people to buy it. It's easier to get a lot of people to buy your game if you reduce or remove the most controversial aspects of it, at least to a degree. I think that would explain why this game became more tamed as time passed. I bet the creator started noticing the potential in his own creation and what started as a breaking statement of freedom, became more conventional with every release. Just start the game and see how it changes. It's crazy easy to notice.
THat being said, I don't care. As long as the story and the characters keep being as cool as they, I may be grateful, even. Easier to share with some friends if the main character doesn't urinate in females too often.
