I'm guessing a viable antagonist for this mission line would be Zeta vs Mutants and Lord Abrax. Since it's clear Lord Abrax is planning something. That's probably it, check the quest log, quests that aren't completed but are at the end of their events will have a "to be continued" underneath their title when selected, if all incomplete quests have that message, you're up to date.
