For some reason dev didn't put the option to change options in game. I later found out the options are there but you need to manually enable sharing and gore option in setting
Had to restart from the start to get those missing scenes.

It has nothing to do with Steam, nothing is being removed or censored....
Steam is less strict than Patreon, Steam doesn't care about rape, incest, murder, and so on.
You have to enable those options in preferences.
Because no old saves work, everyone has to restart due to the game being reworked from the ground up.

Welp if content is still missing when the full release is out then we can all get mad together but until then assume it is a bug or still being worked on.

Anyone know how to trigger the Ain Punishment arc? Should be happening after the Market visit but just doesn't.

I would say the sheep is someone who mindlessly repeats something like that without checking if it's actually true. Which it isn't, just so you know. Renpy 8 is in fact perfectly capable of loading saves from Renpy 7. Blaming it on the engine when the engine does have save compatibility between versions? That is some sheep bullshit right there.
Renpy get updated... how many game here got the same with a working save from older Renpy ? as far i know every time this case happen you can be 90% sure your save is dead & you need to restart the game from 0...
There are changes in the codes and scenes, apparently. The game has been shuffled, and starting anew is a wise approach. Also, people should wait for a proper release and not bother with this Beta.
This is Beta !!! ... not Sparta. Wait for a proper release to punish your child.

It's case-by-case basis. Very simple games that only use basic data structures could easily load saves between versions. Desert Stalker isn't that simple.
Ren'Py 7 uses Python 2 and Ren'Py 8 uses Python 3. The differences between Python 2's pickle module (data serialization used in saves) and Python 3's could cause errors when loading saves.
But no, that wouldn't be the only reason for the save incompatibility. The game's code changed significantly (and for the better).
