It's not, v0.24.5 has the story content from v0.25, but the roaming mode has not been updated from v0.24 due to bugs. Based upon the developer's words, v0.25 should release within the next few days.

No, it will also probably never be free because it is just an incomplete v0.25. Though, v0.25 should be free when v0.26 (or the next continuation to the story, like v0.24.5 was) is released to patrons next month.
