Mrs.Pierce should have 3/3 to have that option, if she has red relations, you have to get an event at teachers room after school hours with her.

I think the issue is that I've set a bit too low starting relations with him so that it took you a lot of time to advance with only 2 events available, I'll change that in future. Continue with the same saves - you need to interact with him 7 more times and then his relations will turn red.
I've set up Mr.Peterson's initial relations too low, so you've got to grind it until it's red, I'll fix this next time.

What do you mean by lowering devotion? Devotion is at the max until you've devoted yourself to someone, then it will go down if you do something naughty to someone except for your selected love interest. If it reaches 0 - game over.
For Viktor you'll have to finish his quest - make Ms.Pierce move in, for this you need to raise her relations two times and then ask her out for Viktor, then after getting details from the date wait for some time. If she has already moved in - you gonna need to catch Viktor at kitchen drinking tea when you're wearing something that reveals breasts.
