Leaving this lifeline out for future players who run into the error wall and dead link by OP:
Right click and 'save as' the linked file (As a general rule, do not do this on untrusted websites. Ever.):
Note that it is a zip file. As a precaution, feel free to run the file through VirusTotal.com for safety.
Paste it into the same folder as the .exe extract it all into the that folder.
Now, assuming you haven't already, set your AppLocale to Japan and you're good to go.
(If you don't know how, a quick google search will let you know how to do so. Myself? I set my whole system to permanently be in Japan so I don't have to deal with applocal again.)
