As I had mentioned to the other guy, you would first need to get the dancer dress (which requires gettign the 4 gems), and then become the theater ruler (which involves dancing in the theater for a number of times until you get the title), and then you can possibly start the romancing with the otaku as the theater lady would be the one you ask for love advice.

Okay I already collected gems and finished the dancer quest but was i supposed meet him before I did the quest or after the quest was done because I had not met him at all
I don't think it matters if you handled the question before or after the quest.
Obviously, you would need to interact with him until you reach a point where Reiri (or whoever there name was) talks to herself about asking someone for "love advice", and then you head to the theater girl to ask for advice, and, in my experience, it is smooth sailing from there.
However, for all I know, it might require you finishing the main quest to do the romance to begin with as I handled it after beating the black dragon.

Hope they create another game like this, the wide variety, choice and the npc or monster scene make the game feel like you can choose what you want to be.
So as it is already determined by everyone.
Dazed translation is ten times better.
And the steam version translation is horrible.
Here's the kicker, dazed version of the game, the jap one is a older version with some bugs that still weren't fixed but are resolved in the steam version.
So the options are, bad translation and fixed bugs or good translation or some bugs.
